One tense paints the background, the other drops the event into it.

Past continuous · the background
Already going on. It sets the scene and has no clear beginning or end.
- I was cooking dinner.
- It was raining.
- They were waiting outside.
- She was living in Berlin that year.
Past simple · the event
A complete fact that lands inside the scene, or a chain of facts one after another.
- The phone rang.
- He arrived.
- I dropped the plate.
- She moved to Berlin in 2019.
